That’s either a bunch of aerial skeletons (weirdly prevalent in this world), or a Kenyon track team. I’d have to read the story to find out.
Netflix just dropped that Gamera anime. I watched just the beginning of the first episode, when they’re establishing the three boy leads. The computer 3-D character animation takes a bit to get used to, although it probably gets better when the monsters show up. Anyway.
